Mr. Nguyen Manh Tuan, Member of the Provincial Party Standing Committee and Standing Vice Chairman of the Tuyen Quang Provincial People’s Committee received the delegation, together with representatives of provincial departments and agencies and journalists from local media outlets.
Speaking at the meeting, Vice Chairman Nguyen Manh Tuan described the visit as both a “return-to-the-roots” activity ahead of the ambassadors’ new term of office and an opportunity for the province to showcase its development potential and strategic priorities. The visit also aimed to strengthen links between Tuyen Quang and Vietnam’s network of overseas missions, promoting international cooperation, investment attraction, market expansion and the global promotion of the province’s image.

Overview of the working session between leaders of Tuyen Quang Province and the delegation of heads of Vietnam’s overseas missions for the 2025–2028 term
Tuyen Quang, a province with a rich revolutionary legacy, was once the former Capital of the Liberation Zone and later the Capital of the Resistance during Vietnam’s struggle for independence. Following its merger with Ha Giang Province in July 2025, it is now a northern border province of Vietnam, sharing about a more than 277-km border with China’s Yunnan and Guangxi provinces. Building on its historical legacy and strategic location, Tuyen Quang is advancing green development and deeper international integration, aiming to become a relatively developed province in Vietnam’s northern midland and mountainous regions.
Briefing the delegation, provincial leaders highlighted significant progress in Tuyen Quang’s external relations and international integration in recent years. The province maintains partnerships with 11 foreign localities and more than 100 international partners, alongside 57 international cooperation agreements. In 2025, it sent 79 outbound delegations involving 726 officials and received 189 international delegations for working visits. Tuyen Quang currently hosts 25 FDI projects by 24 foreign investors with total registered capital of around VND 7 trillion. It is also implementing five ODA-funded projects with a planned 2025 capital allocation of VND 1.118 trillion, together with 61 foreign NGO-funded projects with total committed funding exceeding VND 223 billion. Cultural diplomacy and local image promotion have also received strong attention. In 2025, the province won several international accolades, including the recognition of the Dong Van Karst Plateau Global Geopark as the “World’s Leading Regional Cultural Destination,” reaffirming the area’s potential for green and sustainable tourism development linked to heritage conservation and the promotion of ethnic cultural identities.
At the working session, Mr. Nguyen Trung Thu, Director of the Tuyen Quang Department of Foreign Affairs, outlined several provincial proposals to the Ministry of Foreign Affairs and Vietnam’s overseas missions. These included support for expanding sub-national cooperation, strengthening ties between Tuyen Quang and localities in China’s Yunnan and Guangxi provinces, and stronger international promotion of the province’s development potential, strengths and key investment projects at overseas economic forums and investment, trade and tourism promotion events.
The province also asked for support in linking with international corporations and investors in logistics, renewable energy and eco-tourism. It further proposed studying a pilot mechanism to establish a free trade zone at the Thanh Thuy Border Gate Economic Zone, aimed at creating an institutional breakthrough for cross-border trade and logistics development. The province also sought continued support from the Ministry of Foreign Affairs for training and capacity-building of local external affairs officials, advice on developing Tuyen Quang’s external relations and international integration strategy for the 2025–2030 period, and connections with development partners and international financial institutions to mobilize ODA and concessional loans for infrastructure, digital transformation, green growth and sustainable development projects. For Heads of Vietnam’s overseas missions, the province called for support in providing information on market developments and investment trends, introducing potential partners aligned with its development priorities, and promoting local One Commune One Product (OCOP) items, specialty agricultural produce and processed goods at overseas trade promotion events. It also sought assistance in connecting international tour operators, tourism investors and global financial institutions to promote socio-economic development cooperation in the province.

Speaking at the working session, Mr. Ngo Le Van, Deputy Minister of Foreign Affairs, expressed appreciation for the warm reception extended by Tuyen Quang Province to the delegation. He said the return-to-the-roots visit to Tuyen Quang, regarded as the cradle of Vietnam’s revolution, offered Heads of Vietnam’s overseas missions deeper insight into the country’s history and traditions while helping them better understand local development needs. Through the visit, he added, Vietnam’s overseas missions would continue to serve as catalysts, supporting Tuyen Quang in expanding international cooperation, promoting its image abroad, and attracting external resources for socio-economic development.
Earlier in the day, the delegation of Heads of Vietnam’s overseas missions for the 2025–2028 term offered incense and visited the Tan Trao Special National Historical Site and the former headquarters of the Ministry of Foreign Affairs in Don Hamlet, locations closely linked to the history and development of Vietnam’s diplomatic service./.
